How To Fill Out Transfer Of Title Form
There are two forms that need to be filled out to transfer a title: a release of interest and an Application for Title and Registration. The seller needs to fill out a release of interest—often a bill of sales—to notify the DMV that they’ve sold the car within 10 days of the sale. This form includes basic information about the vehicle with a few signatures.
The buyer needs to register and title their new car with the DMV using an Application for Title and Registration. This form asks for some information about you and your vehicle and requires a signature. If the buyer doesn’t complete the title transfer within 10 days, there will be a fee of $25 in addition to the standard fee.
If the buyer is more than 61 days late, they will have to pay an additional fee of $50.

Transferring a car title when the owner is deceased depends on the circumstances. If you have survivorship, you can provide proof of death, the old title, and the required fee.
If the deceased’s estate is probated, you will need a Letter of Testamentary, the current title, a release of interest by the estate’s representative, and the normal title transfer requirements.
If the estate isn’t probated, you’ll need a notarized Inheritance Affidavit, title certificate, release from the lien holder, and the standard applications and title transfer fees.

My Car Title Signed But Never Transferred. What Do I Do?
Sometimes the buyer won’t complete the DMV title transfer form after the purchase. If this is the case, you could end up being responsible for traffic tickets that the driver racks up. What can you do if this happens to you and how can you prevent it?
Firstly, you can prevent this from happening by completing a bill of sale and taking it to the DMV immediately after you sell your car. If the buyer doesn’t transfer the title, you will still have proof that you sold the car and are therefore not responsible for any traffic violations.
If this does happen to you and the buyer is receiving tickets, you could end up responsible. Contact the DMV as soon as possible for further assistance.
