No matter which county your residence is in New York state, from Bronx County to Albany County, and beyond, you have to have your car registered in order to legally drive it in the state. You (or your business) must register the vehicle you own or lease. The certificate of title, on the other hand, is what establishes ownership of that vehicle.

You can’t add a name to a current New York registration. You have to apply for a new registration and new vehicle plates in the two names
Fill out form MV-82
Registering a car, SUV, or electric vehicle, with more than one registrant is a lot like registering with just a single one. You need to provide some information such as the VIN number of the vehicle and name of co-registrant. You also have to complete application for vehicle registration/title (MV-82) which you can do online with eTags. All you have to do is answer a few questions, which populates MV-82 form.
In Section 1 of the MV82 form, you’ll notice a space for primary registrant as well as co-registrant. You need to fill out driver license ID number, as well as date of birth and gender for both. There’s also a space for mailing address information for both the primary and co-registrants.
Registration and title in New York could have two different names

The NY DMV also need a proof of identity and date of birth. Both names must appear on the NY state insurance ID card. If there are more than two registrants on NY registration, form MV-83T must be completed too. It’s called a statement of partnership or Joint Ownership, which asks you to provide proof of that legal partnership. And proof of incorporation is need if the car will be registered to a business instead of an individual.

Registration and title names don’t have to be the same in NY
If the proof of ownership is a New York State title certificate in the name of the current owner, the title certificate is examined and returned to you. If the proof isn’t a NY State title certificate in the name of the current owner, you need to first title your vehicle in New York which you could also do with eTags New York online.
