Go to eTags.com to file for your California tags.
The California DMV allows tags to be paid up to 75 days before the registration expires and several months (or even years) after the expiration date. Late penalties are assessed the day after expiration, then at 10 days, and again at 30 days. The late penalties usually start at $21 and increase based on the vehicle type, county of residence and time expired. You should place an order to renew your tags as soon as possible since CA DMV late fees can quickly get into the 100s of dollars. With eTags, you can place an order to renew your registration even if a smog test is due, assuring that you can get your registration fees paid to avoid (more) late penalties.
